I think this is meant to be an enchantment, not a creature.

Niggling aside: The activated ability should probably cost {1} less, and say "...costs {1} less to activate for each additional Shrine you control." I'm just saying, it won't be immediately apparent to some people that the Shrine is counting itself. Might as well make the ability look more appealing, neh?
