Um, this is also completely ridiculous. I playtested Library of Atrapice and found it was way too good without its sorcery speed clause. This is two cards worth of card advantage, every turn! On a land, which means it doesn't even take up a spell slot in your deck! Compare with Desolate Lighthouse. That card looks bad, but that's because even card selection on a land is so incredibly strong because it doesn't take up a slot in your deck.
Oh, and as if two cards of card advantage every turn (cheaper than Treasure Trove or Azure Mage, like an unkillable free Mercurial Chemister) isn't enough, this is also instant-speed discard so you can lock your opponent out of cards by using this during their draw step.

Better, certainly. Still very good, easily Constructed playable, probably constructed format-defining. But that might be okay; some cards need to be format-defining. I'm not sure you'd normally want a land to be one of them as lands are quite hard to interact with, but that's your choice.
