This may need to be rare ??? so basically it could really read:

{u} , {t} : Draw a card.

{u} {b} : Draw a card and then Discard a card. Play this ability only when Indecisive Oracle is untapped.

Interesting idea. Not sure of how it should be worded alternatively though. I think it is sufficient like it is, and it is quite nice. :D

And I don't think it needs to be rare, considering you have to pay to activate it.

Yeah, this is clearly good in a blue-black deck, but I don't think it's broken. There are other cards that draw your deck if you have an infinite mana combo.
