Not sure if 4WB is enough for this effect at uncommon. Reference points are Wind Shear, Angel of the Dire Hour, and Shipwreck Singer.

Based off of Ranger of Eos and Beseech the Queen. It should be ignorable in limited, but helps with finding removal in constructed.
