Snapcaster without flash and 2 power. How good will it be? It has bonus synergy with buyback too, since late game you can cast a buyback spell from your graveyard.

A large part of Snapcaster Mage's power is flash, but being able to recur instants and sorceries is generally more expensive than this, and adding artifacts makes it even more powerful.

Much like Snapcaster, however, you can only recur the card that turn - if it turns out to be too strong I'll up the cost to 1UR, but Snapcaster didn't really break limited and this is much worse than that.
