Is this meant to be able to be activated multiple times per turn? At the moment you can, which seems a bit odd.

If you want to prevent that, I suggest:

> {r} : If ~ has first strike, it loses first strike UEOT and target creature gains haste UEOT.

Not as simple, but rather more intuitive in its behaviour.
