I suggest this should be 1 upgrading to 3, rather than 2 upgrading to 3. Tapping for 2 rangestrike naturally is incredibly powerful, making this creature undercosted (cf Heavy Ballista), and it'll often be enough that you don't need the bonus from the instant. Make it 1 upgrading to 3 and it's still often useful, but it makes the extra words about instants matter a lot more.
Fun fact, South American foxes are a different genus from vulpes and aren't really foxes. I think the gray fox is still a fox, despite not being a true fox, so we'll say in Coaxkika that foxes and shapeshifters with fox forms are based on the gray fox.
