Bleh. The +2 doesn't protect itself; none of the abilities give card advantage or impact the board; the middle ability kills it if you use it on the turn you cast it (for a one-turn Mirari's Wake?); and the ultimate is Chromatic Lantern??
Scrap it and go back to the drawing board. There has never been a 5-colour planeswalker before. It needs to have a big wow factor, and do things that affect the board both on + and on -.
Maybe making the ultimate Overlaid Terrain would help too. I mean, look at the ultimate of Liliana of the Dark Realms for what a mana-themed planeswalker can do as an ultimate. Joiner Adept is not worth an ultimate on any planeswalker, let alone a 5-colour one.
Forget Overlaid Terrain, the ultimate would need to make lands tap for all at once to be worth building up to.
How about making a token copy of a nonlegendary, nonplaneswalker permanent for one of the other abilities? Adding a backup copy is a much better way of protecting something important than just giving it shroud for one turn.

Hmm. Much better. I guess you really want this to be rainbow/land themed? It's a pity to not affect the board, but if it's in service of the theme I'll give it a pass. I love Allied Strategies as a middle ability. The + doesn't wow me, but I guess it's okay. I'd rather see it as a +2 like the other planeswalker commanders, though. The ultimate is a pleasing ultimate for a five-colour rainbow-land-themed walker.
One other note: the name is probably too close to Medomai the Ageless.
There's plenty of planeswalker +'s that don't inherently affect the board (life gain, card draw, player damage, discard, milling, etc.) but I figure this ability speeds you along to play other larger things that CAN affect the board. Reducing any spell's cost by up to ain't nothing to sneeze at.
And yeah, the name's been a bit fuzzy.
