This is probably crazy strong, but it seemed like tons of fun. I might drop green and re-flavor it as an epic general.
Actually, this might be a good candidate for a five-color commander. Play ALL the legends!
It's a pity I can't use it with my Captain Sisay all-legends EDH deck. But that wouldn't work even if you dropped the red.
No, but you could use that as a shell to build a deck around Solunara. Just add some tutors like Time of Need, Chord of Calling, and Green Sun's Zenith to make sure Sisay is your second commander.
Removed option to choose a creature on the battlefield to prevent Clone weirdness (yes I know that's our of color).
The removal makes sense, sadly. But I wonder whether you could also offer the option to affect a legend card in hand, in exchange?
...I note that GSZ and CoC no longer help this work with Sisay. Well, unless I find a way to kill her first.
I purposefully restricted it so that the Commanders Solunara creates have to remain in visible zones, because after a while, having a ton of Commmanders might create memory issues if someone shuffles them into your library. It's slightly easier to keep track of if they all stay on the battlefield or in your command zone.
The spoiling of Partner in Commander 2016 makes me feel like this design is more viable.
