In this case, the opponent is choosing whether you sac a creature for a somewhat restricted Pyrotechnics, or just get a Burn the Impure.

This Gambit is somewhat more variable than the others because, as well as the usual variation according to what creatures you the caster have, it also matters a great deal what the opponent has. If the opponent has a 4-toughness creature and nothing else relevant, the "gambit-refused" option will be useless (very good for the opponent). On the other hand if the opponent has multiple 2-toughness creatures, the "gambit-accepted" option will be devastating (very bad for the opponent). Does that mean the opponent will always refuse? Hmm.

I guess if they have a toughness 3 creature that is obviously going to be shot either way, they might accept.

True. And of course you can't safely cast it if you have one very important creature and no disposable ones.
