Strong. Confusing though - flavour is blue, but the mechanic is green.

I Dunno. Counter manipulation is quintessentially blue (no one would ever deny the blueness of Simic Fluxmage or Helium Squirter, of which this is kind of a variant), but these sort of mechanics (Evolve, counter-based heroic, undying...) that are strictly speaking not blue have frequently been in that color solely b/c of block or guild mechanics.
