Reminds me of Disrupt. It's a lot harder to leave 2 mana up for this than to leave 1 up for Force Spike (or Disrupt), but at least this cycles to replace itself when they pay. Seems fine, but not especially strong.

I feel like it might be too strong if it made you {2}, since Mana Leak is regarded as too strong by some. And I can't reduce the cost to {u} because Force Spike is already good. This send better to me than Stymied Hopes, but maybe it's not.

Yeah, fairly comparable. Drawing a card is better than scry 1, but this only draws you a card if it's doing nothing else. It's like a split card Force Spike/Reach through Mists.
