Probably ought to be optional; for those times where you really really just want a 1/1 flyer. Except, hmm, you still need a spell to target. Proper wording is likely fiddly.

No, this works fine. Just like Spellstutter Sprite did. You can cast Tivadar of Thorn even if there are no Goblins on the field; this is no different.

Edit: Oh wait, this triggers when you cast it? Um, yeah, that's fiddly because it will try to counter itself, so I agree, "you may" would be sensible. Unless it's meant to be a drawback mechanic.

"114.4. A spell or ability on the stack is an illegal target for itself." Most people don't realize that (obviously), so leave it optional anyway.

Unfortunately, that rule doesn't apply here. This is a triggered ability. So, you cast Inquisitive Sprite, then its ability triggers as a separate object fully capable of targeting your Sprite. Making it optional is a wonderful idea.
