This is a weird one. I don't think permanently pumping your team should cost this little and be common, but it's also not a good effect to have in a set with monstrous.
I'd wanna have this effect be at a high rarity and be a bigger effect (such as Monstrosity X when ~ becomes monstrous, put X +1/+1 counters on each other creature you control).
It would work better with other monsters and at common if it gave a temporary boost. A la, When Booster Bear becomes monstrous, other creatures you control get +1/+1 until end of turn. And even that is a tad stong for one green mana since it also gets you a +1/+1 counter.
NWO says "A common that bumps every creature your side of the table at instant speed? Red flag." too.
This is a fine (and shockingly powerful) uncommon. With a hilarious name. But not a common.
I agree this isn't a common. The way our design process works is that we just throw a bunch of cards out there and determine what goes best in each slot, so not all of the ideas are really optimized or meant to be final.
