This is a joke design, right?
It reads ": Draw two cards. Return ~ to your hand."
You would never cast it straight up. You would always cycle it, then cast it for its madness ability and return it to your hand by also paying the buyback cost. The best part is that it becomes an instant when you do that.

It's the same idea as Blast from the Past.

And... the power level isn't completely off the charts. It's comparable to Pulse of the Grid. Rather better, and that card was played in tournaments, but somewhat comparable.

Yes Draw two cards return ~ to your hand. These are just the starting costs for the card. Given that it is better than Pulse of the Grid I'm thinking of upping the non-casting costs up by each.
