If it cost {2} and {1} , it would be the perfect signet. {3} and {1} or {2} and {2} would bring it to signet levels, but they're considered OP by R&D nowadays. Therefore {3} and {2} is probably the balanced cost. I wouldn't play, though. I might consider it in my 3+ colored Commander deck at {3} and {1} if I really needed the fixing. Edit: now this comment is meaningless.
