I'd normally rather have Midnight Banshee. This could at least be fine without the tap symbol (so a repeatedly-activatable "{1}{b}: Remove a -1/-1 counter").

I am ok with removing the tap but this is still much better than Midnight Banshee This triggers each upkeep and flies.
