He's friends with Warden of Evos Isle, though this guy has the old lord thing going on of applying to everybody.

Yes he fits in with Warden of Evos Isle and yes he uses the old format. The use of the old format was for two reasons, White tends to do blanket effects evenly across the board, and it adds a little strategy to the game pending the deck you're facing.
