This should be rare, and should probably cost a lost more. The most recent example of this that I can think of is Overbeing of Myth, which cost a lot more and require a whole lot more color commitment.
Searching Gatherer, I find Grafted Skullcap and Heightened Awareness, which both cost more and come with rather large drawbacks.

After looking I agree that this should be a rare, though I'm not sure it should cost more than four given how easy it is to kill/remove. Overbeing of Myth cost more and so much due to the fact that it could be anything from a 1/1 to a 7/7 or bigger still if you ran Spellbook

This looks about right now. It's basically Archivist.

It's almost Archivist you can still tap it with another effect and still get the draw and the opponent detain your creature to keep you from drawing either.

But yeah very close.
