Yes in some cases this is less powerful. But to be fair this was a riff on Wrath of God and not Terminus. I never intended this to clear the board of indestructible creatures nor put those creatures back in their owners library. ­Terminus was in a block focused on the graveyard and therefore needed to keep cleared creatures out of graveyards.
