Well, Diabolic Tutor is the current baseline for unrestricted tutoring (but see Supply // Demand). Summoner's Pact is {2}{g}{g}, but with unusual circumstances; same for Primal Command. Time of Need finds a legend, which makes me think {g}{b} at least is definitely acceptable. Modern big tutors for permanents (Chord of Calling, Green Sun's Zenith, Doubling Chant, Clarion Ultimatum, Wargate) have tended to put the card directly on the battlefield.

­Signal the Clans suggests that they think Eladamri's Call is a little bit too good by modern standards. Sorcery speed helps this be fairer, though. Personally I'm still fine with Worldly Tutor and friends.
