I think the card is cool, but even if it says "sacrifice any number of permanents you control" I agree it suffers from Disintegrate being better in most situations -- that's ok for limited, but will probably still create feel-bad moments (and probably be utterly game losing if your opponent has a redirect effect :)) It's only better than disintegrate if (a) you only draw it late-game (b) you have at least 8 lands (c) your opponent has more life than you have lands (d) your opponent has fewer life than you have permanents. Which is quite specific.
It has a Warp World type synergy with cards that create tokens. It's possible it should cost less, but even if it's not that powerful, I think it's still an exciting card, and there's nothing wrong with that.
