Ooh, that's a fascinating cost (and a good quote). I'm not sure how balanced it is; if you mostly use it when your opponent can only play instants, they may usually not have anything they can play with the extra mana. (Maybe as a "add C or D" rather than "add CC"? That's a lot less sexy but still strong.)
