Whoa... this is exceptionally strong. I mean, I know Wizards recently upgraded Merchant of Secrets to Sea Gate Oracle, but this is somewhat further than that. Blue does traditionally get a 2/1 common flyer for
with some ability, but this is a heck of an ability. This is rather better than Wistful Selkie which cost

Sea Gate Oracle does look at two cards, which is a lot more powerful for a control deck. Honestly, this card pales in comparison to Mulldrifter, and is pretty analogous to Liliana's Spectre. Yes, it's a bit of an upgrade, but some blue stuff also got downgraded in my set.
Mulldrifter isn't really comparable - it either draws 2 for 3 mana, or does that plus the body for 5.
I'd probably compare this to Silvergill Adept, which loses the flying in exchange for
, which is a fair trade; but also demands an additional cost. Granted, that cost is generally quite easy to meet, but I still thing this version should cost, say, 
.
