Hm. I'd agree with you, but it seems some any color lands tap for 1 and some don't - I don't know if it's for flavour or balance

This is almost strictly worse than Ancient Ziggurat; there can't be many decks that run more planeswalkers than nonlegendary creatures, especially not in the menagerie of colors that would lead you to a card like this for fixing. Even just for balance, the minor boost of an unconditional {1} is easy to justify.
