Ok, so it can hit untargetables, it can hit indestructible and it can hit regardless of type of colour.
But it costs you 2 life for each other creature they control? Ouchie. I guess the potential to use it with only one target means it can't cost

It's a powerful effect, but the cost is too high if you're using it as a Murder. :P
Yeah, it seems about right. Though, since this is technically Diabolic Edict+, you could probably ease the restrictions and drop it to
and an instant. Even if you keep the cost, I'd make it an instant. It sucks when a card is 'worse' than a staple card like Murder in two ways.

And it is not a Murder (nor meant to be compared with one), so it's not really worse than a Murder. This is meant to take care of annoying thing creatures like Thrun, the Last Troll.

But I wouldn't want to make it instant. It seems strange that you can be forced to make all these decisions in the middle of combat, for example.
Also, I think the card is powerful but I may be overestimating it. I've had this idea for a long time but I never playtested it once.
Personally, I think the CC should be at 3. 1 just seems absurd... It's automatically much, much better than Innocent Blood.
That said, while I know that it's unfair to compare this card to Murder, people will compare it to Murder. That's just how humans think. I could see you going a lot of ways when costing this card (including bringing it up to

, just 'cause). Expect negative out-lashing whatever you cost this at, though. It's unfortunately unavoidable when cards have 'drawbacks'.
I agree that one mana is completely absurd. You just need to bring up Cruel Edict.
