putting things on top of library seem more green or white, not red.

again, i don't see the red. this could just be monoblue.

I want bounce to be stretched to red, as it was in Planar Chaos on Stingscourger and Æther Membrane.

Perhaps this should say 'you don't control', then? I'd like to see red pick up more bounce, too, but amuseum's got a point: The only person who will pick up on that is the designer, unless you give your audience a hint.

it was only a planar chaos deal, and frankly i dont like red stealing another blue ability. instead land bounce could be interesting now that land destruction is neutered. land bounce is tempo and temporary. not as bad as plow under.

I don't really see it as red stealing a blue ability. Almost every ability in the game is less powerful in a second color... except for blue, which insists on telling the other colors they can't have counterspells or bounce. I could see an argument being made that we shouldn't have 'secondarily in color X' for all the other major abilities in the game... but if 'secondarily in color X' does exist, than it doesn't really make sense to make blue more special than the other colors.

I know it must bum blue players out that 'gain control' and looting are no longer exclusively in blue... but artifact destruction, direct damage and vigilance aren't exclusively in their respective colors either. The only difference is that blue started out with more abilities, so it's taking longer to spread them around the color pie. I suppose black still holds an iron grip on discard and creature destruction. That's bound to change at some point.

The other issues are flavor and necessity.
1. Blue handles permanents temporarily, hence bounce. OTOH Red has permanent destruction and damage.
2. Fast red decks have burn. If it also gets bounce, it becomes tempo like blue or white/blue aggro. Do we need another tempo color? Or worst, an aggro color that has fast creatures, burn, and creature bounce?
3. Third is identity. Blue monopolized bounce since debut, and R&D has only extremely rarely gave it to other colors. IOW, they have no intention on letting other colors take away such an important part of blue's identity.
4. Bouncing lands have been toned down recently. This is the only part where it can go to other colors. Such as red since land destruction has also been neutered. To compensate, land bounce as a major mechanic in red could be interesting.
