This is an interesting/sensible effect for a discard deck to have. It's possibly better at providing a win condition than Megrim / Liliana's Caress, because the natural response to facing a discard deck is to empty your hand. Rackling effects will still get there quicker, but this is nonetheless an interesting effect.

I would however want to make sure this doesn't accidentally give them 20/20 Wild Mongrels and free Spellshapers. I'm not quite sure at the moment.

Alex, those interactions are why I made this only work on opponents. Is it really such a problem to give your opponents that capability? I mean, it sucks for the person running this, but presumably he would just sideboard it out for the rest of the match (if sideboards were an option). Also, that allows a bit of Johnny-ness with Bazaar Trader.
