Is it to strong as a Common
Hmm. So Raise is Unearth (as on Dregscape Zombie), but with the option to keep the creature by paying 2 life, and in exchange you have to exile creatures from the graveyard to bring it back. It's more fiddly than Unearth, but probably not quite so fiddly that it can't exist at common at all. Just be aware that on a keyword mechanic, every extra clause you put in like "exile another creature card" and "unless you pay 2 life" and so on is adding complexity, so you're going to be using up a lot of your available complexity at common on this mechanic.
I'd be inclined to keep the common versions of this as simple as possible. Shambles ought to be uncommon, and this ought to just be a simple death trigger without the mana cost.
Power-level-wise this card seems fine at the moment. I'm not sure if it'd be too strong if the death trigger were simplified to not need a mana cost, but it's worth trying it, because with a mechanic this wordy you really want to remove words wherever possible.
