Indeed. That's the point. If you think of it in terms of all its components, Time Warp isn't especially blue.

Yeah. I wouldn't mind this in mono-red or mono-white, and I'd almost be okay with it in mono-green, but putting it in mono-blue as written would be weird.

That "Exile CARDNAME" instruction seems really easy to overlook based on the layout of the text box.

Also, a real Time Warp effect would allow you to play an extra land.
