This seems a good deal better than Ghoulcaller's Bell. That's not saying much, though.

Gleeyipe. With any kind of decking protection at all, that's a terrifyingly good mill card for common. Imagine a 44-card Limited deck with, say, 4 of these. Fairly reliably wins on turn 7 (if you cast one on turn 3 and one on turn 5) and can throw any number of the rest of the deck slots into making chump blockers and removal spells. And getting 4 of a common could happen in Sealed almost as easily as in Draft.

This is somewhat equivalent to an artifact saying {t}: Each player loses 2 life. Which my instincts say isn't really suitable for common, but there was Shepherd of Rot... I suppose the difference is that the opponent in Limited will normally be trying to reduce your life total themselves, while they're unlikely to be trying to mill you out. (Plus Shepherd is a 1/1 and so much easier to remove.)

Also, I don't know if you've got any flashback/threshold/etc mechanics in your set, but these are terrifyingly good with those too.
