Hah. Looks like Temporal Glitch, except for some reason with "Draw a card" added to it. This is way better than Remand.

Well I figured yes you are countering the spell but they are getting their mana back - albeit as colourless - so you should get some benefit too & replacing itself with another card seemed OK. Was originally going to cost it at {1}{u}{u} but decided to be aggressive in my costing for a change.

I think your reasoning is reasonable, but I'm inclined to agree that Temporal Glitch is probably the right spot.

1UU with "draw a card" is probably plausible. I'm really not sure how this family of cards costed, though I think they're a very good idea.
