Hmm, I don't dislike the design per se but usually you want to avoid too much shuffling at common since it disrupts the gameplay flow.

For example, let's imagine that someone picks 6+ copies of this in limited which is possible given it's a common. That's a lot of shuffling.

You could alleviate some of it if you give it the Battalion Foot Soldier / Squadron Hawk] clauses of allowing it to search up multiple copies at once.

alternative idea: tap target creature and put a stun counter on it.

That might be good. Stacks, while not forcing repaying costs, and stun counters are evergreen.

This currently has scary Capsize vibes.
