Color, CMC, and starting loyalty?

Hm. So it's a Selesnya Evangel that can occasionally cast Wargate in some hideous Chord of Calling-style manner. I note that Wargate was originally going to cost just {x}{g}{w}, so I think those colours are right. To get to cast Chord of Calling every turn sounds like it should be crazily expensive though. By which I mean 5 or 6 mana. So that sounds like {3}{g}{w}, loyalty 2, or {4}{g}{w}, loyalty 3. But I think basically the top ability is a bit too good.

The top ability could tap multiple creatures, if that would balance it more.

Well, if you wanted to control the top ability, you could give it a cost of {0}... you know... planeswalker style. That would limit the ability to once per turn, and not allow you to use the other abilities at the same time. If you did that, however, you'd probably want to increase the loyalty reward for tapping two creatures, though...

Otherwise, yeah, something Green/White sounds fine. If Alex convinces you to make this card cost 6, then may I suggest removing "Nonland" from the ultimate? At that point, you might as well tutor a land every turn, if that's what you really want.

Alternatively, if you changed it to creature or land, you'd get away with Mono-Green. I'd say something about green should be able to get enchantments, but I'd probably be BSing, since I can't think of many times when Green could search for them. If you somehow got the card to pull a "As long as you control less X", then you could get away with Mono-White. But that seems like too many words to me.

Yes, I think it'd be much more balanced if the top ability were [0]: Tap X untapped creatures you control and put X loyalty conters on ~.

Alright, I changed according to the suggestions. I wanted the top ability to not be a loyalty ability, but if it's unavoidable for balance issues, that's fine.

Hmm. Yes, the balance is about right on the top and bottom abilities. The middle one has unfortunately suffered collateral damage from the change to the top one; I think its cost could now be -1 or perhaps even 0.
