What if the last ability was "{u}{u}{u}, Put ~ in the absolutely-removed-from-the-freaking-game-forever zone: ..." like on AWOL? Or it could be limited to sorcery-speed.

Could go from exile to bottom of library. Otherwise, yeah, that's some cheap costs. Without the third ability, I'd call this card better than Think Twice. And Think Twice is featured in a large portion of blue tournament decks...
