Pandemonium doesn't really manage to define itself enough to feel different than just kicker.

It feels especially bad on this card, though that may also be because this card specifically feels like a weak representation of added chaos.

Yes,the activated ability has a random target, but why is it even an activated ability? Maybe I'm too unfamiliar with the rest of the set, but there are two routes Ifeel this design could go:

Just copy a random creature upon ETB if the pandemonium cost was paid (do away with the chaos counter), this would make for an easier to grok card and, I feel, the closest to what pandemonium seems to have originally been intended to do.
Get a chaos counter as is, but change the activated ability to be activated with a mana cost, but keep the chaos counter ": ~ becomes a copy of another creature chosen atrandom, except it has this ability. Activate only if it has a chaos counter." This way "except it has this ability" actually matters.
