Why is this legendary and mythic? It feels like a filler rare we get once a year

Mostly because every blue deck would need to play 4 of it if possible. Its certainly better than a filler rare.

Well, at this cost, you're right. Things similar to this Insidious Will or Sublime Epiphany tend to cost more. Even Archmage's Charm which isn't quite as good technically costs more.

But I think this card being miscosted isn't a reason for mythic. It just doesn't really feel mythic - it's three well known cards in one; which is efficient, but is it really "We can put this on mousemat" levels of exciting?

upgraded it to 2 choices, I agree that none of them are gamebreaking but I am trying to create a powerful yet basic and pure blue spell.
