Maybe the various costs (the casting cost , the echo cost , and the activation cost ) could be changed; I am unsure.

Compared with Vodalian Illusionist, the costs on this seem reasonable. (Assuming we reckon it's OK for artifacts to do this, which it probably is.) 4-then-3 is expensive compared to , but you can use it the turn you cast it; is slightly more than , but you get to hit any permanent rather than just creatures.

I might say "nonland permanent" just to prevent people using this for mana denial.
