This would be the first red card ever to give power debuff. It's a really weird effect for red to have, being the color aggression so suggesting opponent not to attack - where usually {r} does the opposite of forcing attacking - is contrary. Even with the countless cowardly cards {r} has had over the years, including the Coward/Warrior idea, they have always focused on making creatures less able to block, which technically still encourages attacking by exclusion. Power debuffs rather are seen in {u} enchantments, such as Dampening Pulse, which makes sense as indeed one of the antagonistic colors of {r} - one reason being the tendency towards aggression.

I do get the flavor obviously, but where this has been utilized before, without the Warrior/Coward callbacks, is in {b} with cards like Public Execution and perhaps more relevantly Suicidal Charge which is also {r}.

Idk, I guess one can just put it under the Form of the Dragon category who knows. It seems quite possible you would be able to pair the coward/warrior callback with some effect which is in-pie for {r}.
