This looks weird and super niche. Off the top of my head it doesn't look like it'd work against most graveyard mechanics like unearth, flashback, retrace or encore: they either cast the spell in response to this, or this works to delay them casting the spell by one turn. So I went looking in the set for things that interact with it.

• It'll work fine as a hoser for things like Rise to Undeath. Bizarrely Rediscovered Species is phrased non-optionally so you might hit something good against that as well. Similarly it works well against the bonus overwhelming version of Flame of Life Eternal or Taxing Harvest.
• Against Paulina, Eternally Reborn's [-3]... Assuming that Paulina, Eternally Reborn's current wording is inaccurate and it's meant to target, then this will work well against that too.
• Against Haven Unconquerable I guess this exiles one of the land cards and they get all the rest back.
• It also works against triggers like Cyclop's Prophecy, Shambling Megalania, Phoenix Flame Eternal and Elvish Fertilizer. Best used in response to the trigger going on the stack.
• It won't do anything against Gut-Muck Goblin and isn't very likely to work against Agyip Naturalist. Against World Titan, Yaina and Data Head it's the same as against flashback: it just results in "oh, I guess I won't cast that spell this turn, I'll wait till next turn".

Okay, so although this doesn't work against things which move the card out of the graveyard as a cost, like flashback and similar, it is fairly good against "return card X from your graveyard" spells, and the set does have quite a few of those.

I still feel this would be better as a Cling to Dust effect. That lets it hit Gut-Muck Goblin and the others where it's currently less effective. But it's not quite as niche as I had thought.
