I feel since this flicker effect has built-in direct damage it should cost {u} {r} .

The pieces of this are a little bit at odds with one another e. g. haste but encouraging blinking during other player's turn. Not entirely useless, but a weirder combination than e. g. with flash.

That's a fair point. The original idea was that Elena, Cunning Trainee would gain two abilities from each of her three mentors in her party: Sol, Albion, and Soig. But I agree that it is more important that this card be cohesive.
