Rather than a king or someone under a king like a duke, count, or baron, Crubargh has clans that control parts of land in the region. Rather than be allied to a clan, some people just kind of make live in Crubargh, doing what they can- like the figure in this card. "Make their way" basically means get paid so one can afford basic needs. Crubargh is very loosely inspired by Scotland.
