This shouldn't be monoblue - the combination of bounce and discard this uses is firmly blue-black.

I took the reduced handsize from Jin-Gitaxias, Core Augur. Hmm, maybe return all cards of a type other than land to a player's hand? That's less likely a forced discard. Alternatively, delay the handsize restriction to the next turn, or is that too wonky?
