I can help but think that this mechanic is a trap. Players are being encouraged "Save it until you can cycle and discard every possible card ever" because the benefits are minor; but stack up. But hoping for that one big blow-out turn means you're not USING your cycling until then, which kinda defeats the curve-smoothing that cycling is good for.
