Similarly to Suppress Motion, too narrow. I would prefer to go with something like

I was wondering if it'd be too narrow in usage, though it's meant for an environment within the set with lots of cycling. Those are some nice suggestions, thanks. Both of them avoid a pet peeve I'm trying to avoid if I can: Counterspells at 4CMC or above. While jibing well with the cycling theme.
