"Offering" is already a mechanic within MTG.

You can still pay Black, reason why It is not phyrexian mana is because phyrexian is not in this place. Its flavor symbolises how The arch demon Mordal has returned to The play and other Colors of mana may pay an offering for him to gain mercy and use his powers.

So When a player pays life or Discards a card they are making an offering to Moldar. The other factions are and have Been preparing for this for a long time, But fear is still strong and are influencing everyone even though they are so Well prepared. Like a paranoia campaign
