Umm, I at least had to read that second sentence a couple of times to get it so perhaps this is not a fitting card for a common. Cool flavor though. The "nonland" restriction doesn't seem that necessary. Reminds me of Consign to Dream.

Suggested wording:

> Return target permanent to its owner's hand. If one or more cards have been put on the bottom of a library this turn, put that permanent on top of its owner's library instead.

I would also consider moving the effect around so as to make it clear that two things aren't really related.

I like your wording (apart from dropping “non-”), but now I wonder if the card just in general punishes someone who had to Trek on turn 2 or 3 a little too much. Might have to change the “on top of library” part.
