Would it help to have a cheaper, but tapping, cost? I'd like one card of each colour's "counter manipulation abilities" to appear at common.

OTOH, it'd be quite nice to keep this design as-is somewhere.

It occurs to me that White, the creature colour, has only one common creature ( Mote Channeller ) representing its slice of the counter-manipulation pie; Blue has two ( Euphian Drake and this). That's probably an argument for moving this to Uncommon, replacing it with a generic or non-charge-related creature, and creating a Blue common spell that adds counters.

...in fact, Galvanise already exists. Is that enough of a "Blue adds counters"?
