What do you think? Balanced? Too complex? Is it "grokkable" despite the large amount of text?

seems counter intuitive, feels like it should put instants & sorceries into your hand rather than graveyard. At that cost and as an uncommon. Maybe have it in addition to your draw and lose the scry ? and drop p/t to 1/3 or even 1/2

So... this card discourages you from putting Instants and Sorceries in your deck (since, if one ends up on the bottom of your library, you skip a draw)? That seems like a very odd thing for blue to do. I'm sure there are combo shenanigans to be had. But, on the whole, this seems to fight against one of Blue's core strategies.

Kind of. Do you think it's easier to interact with a hexproof creature or an enchantment? To be honest, I'd think an enchantment would be easier to get rid of, and enchantments don't attack for two. But I'm not sure if people are more likely to pack Disenchant or Wrath of God]. Depends on how long they've been playing?
Yes, it probably is, though making it into a creature does make it easier for most decks to interact with it.
But would you say this is a better (more powerful) card than Quandary?
I used to play Quandary in my Sheoldred Commander deck, and people did not enjoy it. They almost always chose to discard a card.
So, would you consider this a significant (strict or otherwise) upgrade to Quandary?
That was my thought, too. But then I looked it up on Gatherer. 4.042 star card. It still seems like a bad card to me, but a lot of people like how it hoses control, evidently.
I've been trying to wrap my head around whether I want to play either of the card with lots of Howling Mine effects. I think so... overdraw reduces the chance that either card will be irrelevant in the late game... but it also gives your opponent a resource to discard.
