This has the problem - what do you do if the number of Islands you control changes between casting and resolution? The rest of your Landcharge cards don't seem to have this problem - this is the only one whose number of targets depends on the Landcharge bonus.
The annoying answer as on Aether Burst is to template it saying "Islandcharge -- If you control four or more Islands as you cast ~, ..."
That's quite a powerful card. I'd expect to see this at 3 mana. Merchant of Secrets has been rather outclassed now, but Elvish Visionary hasn't - it's still played in a number of weenie/combo decks. If you want all colours to have access to this effect then fair enough, but I'd say let green and blue still be better at it than other colours - let this be 3 mana so that red/black/white decks can use it, but Wistful Selkie, Sea Gate Oracle and Elvish Visionary are still comfortably better than it in green/blue.
This seems to have the same problem that Swat did. Removal is so useful that people will very rarely want to cycle it. Wizards decided afterwards that Swat was a bad choice to put cycling on because cycling cards should be more conditionally useful.
It also seems extremely high power level. Assassinate wasn't awesome removal, by any means, but it was certainly playable. Adding cycling for free seems a bit excessive.
Seraph of the Masses without flying... yeah, you probably can get a discount of for that, because a huge ground creature has a lot more answers than a huge flyer.
Very solid. This kind of effect is the poster child for something you want early and not late. Edge of Autumn was in this space, but more painful to cycle if you have merely a moderate number of lands.

Wow. I know Leonin Scimitar is too good for common, but still... ew. Compare Riot Gear, which was good but nowhere near exceptional.
